Pamela Zawadi Shao

Pamela Shao is a Senior Advisor for Government Partnerships – Africa at Grassroot Soccer, based in Tanzania. She brings more than 20 years of experience working with governments and development partners across social sector: Education, HIV/AIDS, Health systems, social protection, economic inclusion, livelihoods and systems strengthening.

Her career has focused on strengthening government-led systems and translating policy into effective delivery at national and sub-national levels. She has held senior leadership and advisory roles with BRAC International, Oxford Policy Management, UNICEF, World Vision and the Financial Sector Deepening Trust (FSDT), working closely with government institutions and development partners in Tanzania.

At Grassroot Soccer, Pamela supports the strengthening of government partnerships across Africa, with a particular focus on government ownership, institutionalisation and sustainable pathways for taking effective programmes to scale.
